Ganesh Naik Warns Cluster Redevelopment Could Change Navi Mumbai’s Future, Sparks Political Debate
Navi Mumbai, Maharashtra: A political debate has intensified in Navi Mumbai after Forest Minister and Airoli MLA Ganesh Naik criticised the cluster redevelopment policy, warning that its implementation without proper planning could affect the city’s carefully planned structure and make it difficult to live in.
Addressing a gathering in Vashi, Naik took a strong stand against what he called the “indiscriminate” expansion of cluster redevelopment. He questioned the decision to include buildings that are not old or severely damaged under the redevelopment scheme and raised concerns over increasing pressure on the city’s infrastructure.
Naik said that Navi Mumbai is already facing growing traffic challenges, particularly on roads like Thane-Belapur Road and in areas such as Vashi. He warned that allowing higher Floor Space Index (FSI) without upgrading essential facilities like roads, parking spaces, and water supply could create serious problems for residents.
“If redevelopment happens without proper planning, the city’s balance will be disturbed and Navi Mumbai could become unliveable,” Naik said while expressing his concerns.
The MLA also claimed that he had opposed the policy during cabinet discussions and questioned the decisions behind the Unified Development Control and Promotion Regulations (UDCPR). He said that development should happen in a planned manner rather than through rapid construction alone.
Naik’s remarks come after the Urban Development Department, led by Deputy Chief Minister Eknath Shinde, removed the mandatory 30-year eligibility condition for certain CIDCO buildings, allowing wider possibilities for cluster redevelopment projects. One major project being discussed is the redevelopment of Simplex Colony in Ghansoli, covering around 17 acres and involving thousands of residents.
However, Naik’s comments have drawn criticism from political opponents. Navi Mumbai Shiv Sena chief Kishor Patkar accused him of opposing the policy due to political reasons and claimed that earlier discussions on increasing FSI had received support.
Patkar also alleged that Navi Mumbai’s development issues, including traffic congestion and delayed infrastructure projects, were linked to other factors such as illegal constructions and lack of coordination among leaders.
BJP’s Belapur MLA Manda Mhatre said that the final decision on the matter would be taken by Chief Minister Devendra Fadnavis, adding that the government would decide what was best for the city.
The controversy has brought renewed attention to the future of Navi Mumbai’s urban planning, with leaders divided over whether cluster redevelopment will solve housing issues or put additional pressure on the city’s infrastructure.
