ED Arrests Naveen Kumar Mittal in Dehradun Land Fraud Case Involving ₹3.24 Crore

The Directorate of Enforcement (ED), Dehradun, has arrested Naveen Kumar Mittal in connection with an alleged large-scale land fraud involving forged property records and fraudulent land sales in Dehradun. He was arrested on September 3, 2026, under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002. The Special Court (PMLA), Dehradun, has remanded him to five days of ED custody.
The ED launched its investigation based on multiple FIRs registered by Uttarakhand Police over allegations of fabricated land records and the fraudulent sale of properties. Police have filed charge sheets in two of these cases, naming Mittal as the prime accused and alleged principal beneficiary of the fraud.
The agency had previously filed a prosecution complaint before the Special Court (PMLA), Dehradun, against Humayun Parvez, Mohd. Vakil and Mukesh Kumar Gupta in connection with the case.
According to the ED’s investigation, Mittal allegedly used forged documents to portray his co-accused as the legitimate owners of land and subsequently sold the properties to unsuspecting buyers. The sale proceeds, which the agency identified as containing approximately ₹3.24 crore in suspected proceeds of crime, were deposited into a bank account opened in the name of a co-accused before being transferred to entities allegedly controlled by Mittal.
A forensic examination of the original bank records by the Central Forensic Science Laboratory (CFSL) reportedly established that Mittal himself operated the account, despite it being registered in another person’s name.
The ED has also alleged that Mittal repeatedly failed to join the investigation despite receiving summonses, attempted to influence witnesses and prevented relatives from appearing before the agency to give statements. Investigators further allege that he tried to present the suspected tainted transactions as legitimate by creating additional documents.
Earlier searches conducted at his premises in August 2026 resulted in the seizure of documents and digital devices considered relevant to the investigation. The agency has also identified his alleged involvement in other land fraud cases, which are being investigated separately.
Land fraud involving forged title deeds and manipulated revenue records has raised serious concerns in Uttarakhand, where such schemes can leave buyers facing substantial financial losses. The ED is continuing its investigation to trace the alleged proceeds of crime, establish the money trail and identify other individuals or entities that may have benefited from the transactions.
