Patna : The Enforcement Directorate’s Patna Zonal Office has taken significant action in the Bihar Constable Recruitment Examination 2023 paper leak case by provisionally attaching five immovable properties worth approximately ₹2.01 crore.

The properties have been attached under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, as part of the agency’s ongoing investigation into an alleged examination paper leak syndicate connected to the recruitment process.

According to the investigation, the case involves M/s NC Print Pvt. Ltd., a company owned by Kaushik Kumar Kar, which has allegedly been linked to the paper leak network. The ED is examining the financial transactions and assets associated with the suspected operation to determine whether properties were acquired using proceeds generated through the alleged illegal activities.

Five Properties Worth ₹2.01 Crore Attached

As part of its investigation, the ED has provisionally attached five immovable properties with an estimated combined value of ₹2.01 crore.

The attachment action is intended to prevent the suspected proceeds of crime from being transferred, sold or otherwise disposed of while the investigation is underway.

Under the PMLA, provisional attachment allows the agency to restrict dealings in properties suspected to be connected with money laundering, subject to the prescribed legal process and adjudication.

Investigation Linked to Bihar Constable Recruitment Exam 2023

The case originates from allegations of a paper leak involving the Bihar Constable Recruitment Examination 2023, which was conducted as part of the state police recruitment process.

The alleged examination scam raised concerns about the fairness and transparency of the recruitment system, particularly regarding the security of examination papers and the possibility of organised groups exploiting the selection process.

Investigators are examining the alleged role of the paper leak syndicate and the involvement of M/s NC Print Pvt. Ltd. and its owner, Kaushik Kumar Kar.

ED Focuses on Proceeds of Crime

The Enforcement Directorate is also investigating the financial dimension of the alleged recruitment scam. Its focus is on identifying money generated through the suspected illegal activities, tracing financial transactions and determining whether such proceeds were used to acquire immovable properties.

The attachment of the five properties represents part of the agency’s efforts to trace and secure assets allegedly linked to the case.

The investigation is continuing as the ED examines the financial trail and other relevant evidence to establish the suspected money-laundering activities.

The provisional attachment of properties does not by itself establish guilt. The matter will proceed through the applicable legal and adjudication process.
