Income-tax Act, 2025 Comes into Effect from April 1, 2026, Marking Major Reform in India’s Tax System

New Delhi, April 1, 2026:
India has entered a new phase of direct tax administration with the Income-tax Act, 2025, officially coming into force on April 1, 2026. The new legislation replaces the six-decade-old Income-tax Act, 1961, as part of a comprehensive effort to simplify tax laws, improve clarity and make compliance easier for taxpayers across the country.
The introduction of the new Act marks an important milestone in the modernisation of India’s direct tax framework. Its primary objective is to make income tax provisions easier to understand and follow by using simpler language, a more streamlined structure and a reader-friendly presentation. The reform is designed to reduce complexity in the law and help taxpayers navigate their obligations with greater ease.
The Income-tax Act, 2025, was passed by Parliament on August 12, 2025, and received the assent of the President of India on August 21, 2025. Following the completion of the legislative process, the Act was enacted to replace the Income-tax Act, 1961, which had governed the country’s direct taxation framework for approximately six decades.
One of the key features of the new legislation is its focus on simplifying the presentation of tax provisions without changing the underlying tax policy. Rather than fundamentally altering the existing approach to taxation, the reform seeks to reorganise and clarify the law so that taxpayers, professionals and businesses can understand and comply with the applicable requirements more efficiently.
As part of the implementation process, the Central Board of Direct Taxes (CBDT) notified the Income-tax Rules, 2026, on March 20, 2026. These rules provide the framework required to operationalise the provisions of the new Act and support its implementation from the beginning of April.
The CBDT has also notified the corresponding new forms required under the revised tax framework. These forms have been simplified and standardised, with processes redesigned to make filing and other compliance-related activities more convenient. The changes aim to improve the overall taxpayer experience by making procedures clearer and reducing unnecessary complexity in documentation.
The introduction of the new Act is expected to be particularly relevant for individual taxpayers, businesses, tax professionals and other stakeholders who regularly interact with the income tax system. A more accessible legal structure can help taxpayers better understand their responsibilities, while simplified forms and procedures can support smoother compliance.
At the same time, taxpayers and professionals will need to familiarise themselves with the new provisions, rules and forms applicable from April 1, 2026. Understanding the revised framework will be important to ensure that tax-related filings and other obligations are completed in accordance with the applicable requirements.
The Income-tax Act, 2025, represents a significant step in the government’s broader effort to modernise public administration and improve the ease of compliance. By making tax legislation more accessible and systematically organised, the reform aims to create a more transparent and user-friendly framework for taxpayers.
With the new legislation now in force, the government has described the reform as an important development in India’s tax administration and a step towards the broader national vision of Viksit Bharat.
