ED Files Prosecution Complaint Against Siddique Suleman Khan in ₹278 Crore Goa Land-Grabbing Case

The Enforcement Directorate (ED), Panaji Zonal Office, has filed a prosecution complaint against Siddique, also known as Suleman Khan, in connection with an alleged land-grabbing and money-laundering case involving properties worth approximately ₹278 crore in North Goa.

The complaint was filed on September 11, 2026, under the Prevention of Money Laundering Act (PMLA), 2002, before the Special Court under the PMLA at the District and Sessions Court, North Goa, Merces.

The ED initiated its investigation based on four chargesheets filed by the Special Investigation Team (Land Grabbing) of the Goa Police Crime Branch. These cases originated from FIRs registered at Mapusa and Valpoi police stations.

According to the ED’s investigation, Siddique @ Suleman Khan, who is allegedly involved in multiple land-grabbing cases, conspired to take control of valuable immovable properties in North Goa belonging to their rightful owners.

The agency alleges that the accused used forged sale deeds, which were inserted into registration records at the offices of the Sub-Registrars in Bardez and Valpoi using counterfeit stamps and seals. These documents were allegedly used to establish fraudulent claims over the properties.

The investigation further revealed that the accused allegedly generated money from the properties and routed the proceeds through bank accounts belonging to third parties and benami account holders. The funds were also allegedly channelled through a partnership firm operated using a second PAN before being substantially converted into cash. According to the ED, these transactions were intended to disguise the proceeds of crime as legitimate funds.

The properties allegedly acquired through the fraudulent activities, valued at approximately ₹278 crore, were identified as proceeds of crime and provisionally attached by the ED under the PMLA.

Siddique @ Suleman Khan was arrested by the ED on July 16, 2026. After his ED custody ended, he was remanded to judicial custody and is currently lodged at Central Jail, Colvale, Goa.

The latest prosecution complaint marks a further step in the ED’s investigation into the alleged land-grabbing and money-laundering activities.
