ED Files Prosecution Complaint Against Siddique Khan in ₹278-Crore Goa Land-Grabbing Case

The Directorate of Enforcement (ED), Panaji Zonal Office, has filed a prosecution complaint against Siddique alias Suleman Khan in an alleged land-grabbing and money laundering case involving properties worth approximately ₹278 crore in North Goa.
The complaint was filed on September 11, 2026, before the Special Court under the Prevention of Money Laundering Act (PMLA), 2002, at the District and Sessions Court in Merces, North Goa.
The ED initiated its investigation based on four charge sheets filed by the Special Investigation Team (Land Grabbing) of the Goa Police Crime Branch. These cases originated from FIRs registered at Mapusa and Valpoi police stations.
According to the ED’s investigation, Siddique Khan allegedly conspired to take control of valuable properties belonging to their rightful owners. The alleged modus operandi involved fabricating sale deeds and inserting them into registration records at the Sub-Registrar offices in Bardez and Valpoi using counterfeit stamps and seals.
The agency further alleged that the accused monetised his fraudulent claims over the properties and routed the resulting proceeds through third-party bank accounts, benami account holders and a partnership firm allegedly operated using a second PAN. A substantial portion of the money was reportedly converted into cash to make the suspected proceeds of crime appear legitimate.
The ED identified immovable properties worth approximately ₹278 crore as proceeds of crime and provisionally attached them under the PMLA.
Siddique Khan was arrested by the ED on July 16, 2026. Following the completion of his ED custody, he was remanded to judicial custody and is currently lodged at Central Jail, Colvale, according to the agency.
The prosecution complaint marks a further step in the ED’s investigation into the alleged land-grabbing network and the laundering of proceeds generated through the disputed properties.
