ED Arrests Sukriti Foods Promoter Kailash Chand Mangla in TTD Ghee Adulteration Case

The Directorate of Enforcement (ED), Hyderabad Zonal Office, has arrested Kailash Chand Mangla, promoter of Sukriti Foods Pvt. Ltd., in connection with the alleged adulteration of ghee supplied to the Tirumala Tirupati Devasthanams (TTD). He was arrested on September 17, 2026, under the Prevention of Money Laundering Act (PMLA), 2002, and has been remanded to judicial custody by the Special Court (PMLA) in Visakhapatnam, Andhra Pradesh.

The ED initiated its investigation based on an FIR registered at Tirupati East Police Station, which alleged criminal conspiracy, cheating, forgery and corruption in the supply of adulterated ghee to TTD.

According to the agency’s investigation, adulterated ghee was allegedly manufactured using refined palm oil, palm kernel oil, palmolein and various chemical substances, including MG-90, monoglycerides, Myvacet Soft 400 and acetic acid ester. The product was then allegedly supplied under the label of Agmark Special Grade Cow Ghee for use by TTD.

The ED stated that the alleged fraudulent ghee supplies to TTD between 2019 and 2024 were worth approximately ₹230 crore. Of this amount, around ₹96 crore worth of adulterated ghee was allegedly manufactured by Mangla at his factory premises.

Investigators allege that Mangla facilitated the procurement of adulterants and coordinated the supply of the adulterated product through several entities, including Sri Vyshnavi Dairy Specialities Pvt. Ltd., Malganga Milk & Agro Products Pvt. Ltd. and A.R. Dairy Foods Pvt. Ltd.

The agency has also alleged that Mangla created and maintained false purchase and sale records relating to ghee and refined palm oil to conceal the actual use of adulterants and make the production and supply appear legitimate.

Earlier in the investigation, the ED arrested Vipin Jain, promoter and director of Bhole Baba Organic Dairy Milk Pvt. Ltd., who is alleged to have played a key role in the manufacture and fraudulent supply of adulterated ghee to TTD.

The investigation is ongoing, the ED said.
