ED Arrests Kailash Chand Mangla in ₹230 Crore TTD Ghee Adulteration Case

The Enforcement Directorate (ED), Hyderabad Zonal Office, has arrested Kailash Chand Mangla in connection with the alleged adulteration and fraudulent supply of ghee to the Tirumala Tirupati Devasthanams (TTD). The agency arrested him on September 17, 2026, under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002.
Mangla was produced before the Special Court under the PMLA in Visakhapatnam, Andhra Pradesh, which remanded him to judicial custody.
The ED launched its investigation following an FIR registered at Tirupati East Police Station over alleged criminal conspiracy, cheating, forgery and corruption linked to the supply of adulterated ghee to TTD.
According to the ED’s investigation, adulterated ghee was allegedly manufactured using refined palm oil, palm kernel oil, palmolein and various chemicals, including MG-90, Monoglycerides, Myvacet Soft 400 and Acetic Acid Ester. The product was then allegedly supplied as Agmark Special Grade Cow Ghee for use by TTD.
The agency estimates that fraudulent ghee supplies made to TTD between 2019 and 2024 were worth approximately ₹230 crore. Of this amount, around ₹96 crore worth of adulterated ghee was allegedly manufactured by Mangla.
Mangla, promoter of M/s Sukriti Foods Pvt. Ltd., is alleged to have played a role in the conspiracy by facilitating the procurement of adulterants and manufacturing adulterated ghee at his factory. The ED further alleges that he coordinated the supply through several entities, including M/s Sri Vyshnavi Dairy Specialities Pvt. Ltd., M/s Malganga Milk & Agro Products Pvt. Ltd. and M/s A.R. Dairy Foods Pvt. Ltd.
The investigation has also revealed allegations that Mangla created and maintained false records of ghee and refined palm oil purchases and sales. According to the ED, these records were intended to conceal the actual use of adulterants and make the manufacturing and supply process appear legitimate.
Earlier, the ED arrested Vipin Jain, promoter and director of M/s Bhole Baba Organic Dairy Milk Pvt. Ltd., who is alleged to have orchestrated the manufacture and fraudulent supply of adulterated ghee to TTD.
The investigation into the alleged adulteration, fraudulent supply chain and associated money-laundering activities is ongoing.
