ED Arrests Former Chhattisgarh CMO OSD in CGPSC Exam Scam Money Laundering Case

The Directorate of Enforcement (ED), Raipur Zonal Office, has arrested Chetan Borghariya, a former Officer on Special Duty (OSD) in the Chhattisgarh Chief Minister’s Office and currently posted as Additional Collector in Balrampur-Ramanujganj, in connection with an alleged money laundering case linked to irregularities in the Chhattisgarh Public Service Commission (CGPSC) State Service Examinations of 2020 and 2021.
Borghariya was arrested on September 11, 2026, under the Prevention of Money Laundering Act (PMLA), 2002. The Special Court (PMLA) in Raipur subsequently granted the ED six days of custody for further investigation.
The ED launched its investigation following an FIR registered by the Economic Offences Wing (EOW) and Anti-Corruption Bureau (ACB) in Raipur over alleged large-scale corruption and manipulation in the CGPSC examinations. The Central Bureau of Investigation (CBI) later took over the investigation into the underlying offence, registered an FIR against then-CGPSC Chairman Taman Singh Sonwani and others, and subsequently filed charge sheets.
According to the ED, Utkarsh Chandrakar, Anil Chandrakar and Dr Vikash Chandrakar allegedly collected more than ₹3 crore in illegal gratification from candidates who were promised advance access to examination papers and assistance in securing selection. The agency alleges that the assurances relied on purported access and influence within the then Chief Minister’s Office, and Borghariya’s name and official position were allegedly used in this connection.
The investigation further alleges that leaked question papers were provided to selected candidates before the examinations. Candidates were reportedly gathered at Siddhi Vinayak Marriage Palace in Raipur ahead of the preliminary examination, where the leaked paper was allegedly distributed. Some candidates were later accommodated at Barnawapara Sanctuary Resort, where they allegedly received coaching based on leaked question papers for the mains examination.
The ED’s financial investigation identified cash deposits totalling ₹66.64 lakh across 170 transactions in Borghariya’s bank account during the relevant period. The agency also found multiple financial transactions between Borghariya and Utkarsh Chandrakar.
Earlier, on September 1, 2026, the ED searched Borghariya’s premises and seized several digital devices, including mobile phones. Forensic examination reportedly uncovered communications between Borghariya and Utkarsh Chandrakar concerning financial transactions and demands for money to be returned or paid.
Investigators have also examined transactions involving Figurecave E-Com (OPC) Private Limited, which is suspected of being used to layer and move funds.
The ED said that digital evidence, banking records and statements recorded under the PMLA indicated Borghariya’s alleged involvement in activities connected with the proceeds of crime, including their acquisition, possession, concealment and use.
