ED Arrests Former Chhattisgarh CM Office OSD in CGPSC Exam Scam, Finds ₹66.64 Lakh in Cash Deposits

The Enforcement Directorate (ED), Raipur Zonal Office, has arrested Chetan Borghariya, a former Officer on Special Duty (OSD) in the Chhattisgarh Chief Minister’s Office and currently posted as Additional Collector in Balrampur-Ramanujganj district, in connection with an alleged money-laundering case linked to irregularities in the Chhattisgarh Public Service Commission (CGPSC) State Service Examinations of 2020 and 2021.

Borghariya was arrested on September 11, 2026, under the Prevention of Money Laundering Act (PMLA), 2002. The Special Court under the PMLA in Raipur subsequently granted the ED six days of custody for further investigation.

The ED initiated its probe based on an FIR registered by the Economic Offences Wing (EOW) and Anti-Corruption Bureau (ACB), Raipur, concerning alleged large-scale corruption and manipulation in the CGPSC examinations. The Central Bureau of Investigation (CBI) later took over the investigation into the underlying offences, registered an FIR against former CGPSC Chairman Taman Singh Sonwani and others, and subsequently filed chargesheets.

According to the ED, Utkarsh Chandrakar, Anil Chandrakar and Dr. Vikash Chandrakar allegedly collected more than ₹3 crore in illegal gratification from candidates who were promised advance access to examination question papers and assistance in securing selection. The agency alleges that the promises were linked to their purported access and influence within the then Chief Minister’s Office.

The investigation further indicated that Borghariya’s name and official position as OSD were allegedly used in connection with these assurances.

The ED alleges that leaked question papers were provided to certain candidates before the examinations. Candidates were reportedly gathered at Siddhi Vinayak Marriage Palace in Raipur ahead of the preliminary examination, where the question paper was allegedly distributed. Some candidates were later accommodated at Barnawapara Sanctuary Resort, where they allegedly received coaching based on leaked question papers for the mains examination.

The agency’s financial investigation found that ₹66.64 lakh was deposited into Borghariya’s bank account through 170 transactions during the relevant period. Investigators also identified multiple financial transactions between Borghariya and Utkarsh Chandrakar.

Earlier, on September 1, 2026, the ED searched Borghariya’s premises under the PMLA and seized several digital devices, including mobile phones. According to the agency, forensic examination of the devices revealed communications between Borghariya and Utkarsh Chandrakar concerning financial transactions and demands for the return or payment of money.

The investigation also uncovered financial transactions involving M/s Figurecave E-Com (OPC) Private Limited, which the ED suspects may have been used to route and layer funds.

The agency stated that digital evidence, banking records and statements recorded under the PMLA indicated Borghariya’s alleged involvement in activities connected with the acquisition, possession, concealment and use of proceeds of crime.

Based on the evidence gathered, the ED arrested Borghariya under Section 19 of the PMLA on September 11. The investigation into the alleged examination scam and related money-laundering activities is continuing.
