CBI Arrests Accused After 21 Years on the Run in Illegal Telecom Exchange Case

Thiruvananthapuram/Ernakulam, September 23, 2026: The Central Bureau of Investigation (CBI) has arrested Suresh Kumar Padmini Bini, also known as Bini S P, who had been absconding for nearly 21 years in a case involving an alleged illegal telecom exchange operation. The accused was arrested in Thiruvananthapuram, Kerala, on September 23, 2026, following sustained efforts by the investigating agency to trace his whereabouts.
The arrest marks a significant development in a case that dates back to 2005. According to the CBI, the accused had allegedly been evading legal proceedings since the registration of the case and had remained beyond the reach of investigators for more than two decades.
Case Registered in 2005
The CBI registered the case on January 31, 2005, following allegations that illegal telecom activities had been carried out during 2004–2005. According to the investigation, Suresh Kumar Padmini Bini allegedly impersonated another individual, using the name K. Sunil, and relied on forged documents to obtain telephone and internet connections.
The accused was alleged to have operated an illegal telecom exchange from rented premises on SRM Road in Cochin, now known as Kochi, Kerala. Investigators alleged that incoming international subscriber dialling (ISD) calls were routed through the internet without the necessary authorisation.
Such unauthorised routing of international calls allegedly bypassed the established telecom system and resulted in a wrongful loss of approximately Rs. 12.69 lakh to the Government of India.
Security Concerns Over Illegal Call Routing
Apart from the alleged financial loss, the CBI highlighted serious security concerns associated with the illegal telecom exchange. According to the agency, calls routed through the unauthorised telecom hub could not be monitored by the country’s security agencies.
The alleged operation therefore raised concerns not only about financial irregularities but also about the potential impact on lawful telecommunications monitoring and national security. Unauthorised telecom exchanges can bypass established systems and oversight mechanisms, making the monitoring of certain communications more difficult for the relevant authorities.
Following the investigation, the CBI filed a chargesheet against the accused on March 25, 2008. However, the accused reportedly remained absconding and continued to evade trial for years after the case was registered.
CBI Traces Accused After Years of Efforts
According to the CBI, persistent investigative efforts and continued follow-up eventually helped the agency establish the accused’s whereabouts. After remaining absconding since 2005, he was finally arrested in Thiruvananthapuram on September 23, 2026.
The arrest was carried out in execution of a non-bailable warrant issued by the Court of the Chief Judicial Magistrate (CJM), Ernakulam. The warrant authorised the authorities to take the accused into custody in connection with the pending case.
Following his arrest, the CBI completed the required legal formalities and produced him before the competent court in Ernakulam on the same day. The court subsequently remanded him to judicial custody for 14 days.
Legal Proceedings to Continue
The arrest brings a major development in a case that had remained pending for many years because the accused was unavailable to face trial. With the accused now in custody, the legal proceedings can move forward in accordance with the applicable judicial process.
The case highlights the challenges faced by investigating agencies when accused persons remain absconding for extended periods. It also underlines the importance of sustained investigative work and coordination with the courts to ensure that individuals facing allegations are brought before the legal system.
The CBI continues to pursue cases involving alleged fraud, unauthorised activities and other offences falling within its investigative jurisdiction. In this case, the arrest of Suresh Kumar Padmini Bini after nearly 21 years represents a significant step towards advancing the long-pending proceedings.
The allegations against the accused will be determined through the judicial process, and the final outcome will depend on the evidence and findings of the court.
