CBI Arrests J&K Agriculture Officer and Two Others in ₹35,000 Bribery Case Linked to Subsidy Release

Jammu and Kashmir, September 2026: The Central Bureau of Investigation (CBI) has arrested three individuals, including a Sub-Divisional Agriculture Officer (SDAO) and an Agricultural Extension Assistant (AEA) of the Jammu and Kashmir government, in connection with an alleged bribery case involving the release of an agricultural subsidy. A private individual has also been arrested in the case.
According to the CBI, the case involves allegations that the Sub-Divisional Agriculture Officer demanded a bribe of ₹35,000 from a complainant in exchange for releasing a subsidy under the Holistic Agriculture Development Programme (HADP). The arrests followed a trap operation in which the Agricultural Extension Assistant and the private individual were allegedly caught red-handed while demanding and accepting ₹15,000 from the complainant.
The case has raised concerns about alleged corruption in the delivery of government agricultural benefits, which are intended to support farmers and promote agricultural development across Jammu and Kashmir.
CBI Registers Case Over Alleged Bribe Demand
The CBI registered the case on September 19, 2026, against the three accused following allegations of bribery connected to the release of subsidy funds under the Holistic Agriculture Development Programme.
As per the allegations, the Sub-Divisional Agriculture Officer demanded ₹35,000 from the complainant to facilitate the release of the subsidy. The officer allegedly instructed the complainant to hand over the money either to the Agricultural Extension Assistant or to a private individual.
The alleged demand placed the complainant in a situation where payment was being sought in exchange for access to a government benefit. The CBI initiated action to investigate the complaint and verify the allegations against the officials and the private individual.
Trap Operation Leads to Two Arrests
After registering the case, the CBI organised a trap operation to catch those allegedly involved in the bribery arrangement.
During the operation, the Agricultural Extension Assistant and the private individual were allegedly caught red-handed while demanding and accepting ₹15,000 from the complainant. Their arrest marked a key development in the investigation, providing the agency with an opportunity to examine the alleged role of each person involved in the transaction.
The CBI subsequently arrested the Sub-Divisional Agriculture Officer as well. According to the agency, the officer was apprehended at his residence following the arrests of the other two accused.
The investigation is aimed at establishing the circumstances surrounding the alleged bribe demand, the role of the three accused and the connection between the alleged payment and the release of the subsidy.
Subsidy Under the Holistic Agriculture Development Programme
The alleged bribery case concerns the Holistic Agriculture Development Programme (HADP), a government initiative designed to promote agricultural development and support the farming sector in Jammu and Kashmir.
Government subsidy programmes are intended to help eligible beneficiaries access financial assistance and improve agricultural activities. Allegations that officials demanded money to facilitate the release of such benefits raise concerns about transparency, accountability and the fair implementation of public welfare schemes.
The CBI’s investigation will seek to determine whether the alleged bribe demand was linked directly to the processing or release of the complainant’s subsidy and whether any further individuals were involved in the arrangement.
Further Investigation Underway
The CBI has confirmed that further investigation in the case is continuing. Investigators are expected to examine the evidence gathered during the trap operation and establish the individual roles of the accused.
The agency will also investigate the circumstances surrounding the alleged demand for ₹35,000 and the subsequent acceptance of ₹15,000. Further findings may help clarify how the alleged arrangement operated and whether additional evidence or individuals are connected to the case.
The arrests represent a significant step in the investigation into alleged corruption involving a government agriculture department. The case also highlights the importance of ensuring that agricultural subsidies and other public welfare benefits reach eligible beneficiaries without unlawful demands for payment.
The allegations against the three accused remain subject to the judicial process, and their guilt will be determined by the competent court in accordance with the law.
