Madhya Pradesh Treasury Scam: Guna Officer Suspended Over ₹2.7 Crore Stamp Irregularities

The Madhya Pradesh government has suspended the district treasury officer of Guna after an alleged stamp sale scam caused a loss of ₹2.7 crore to the state exchequer, officials confirmed on Saturday.

The action follows the registration of a First Information Report (FIR) earlier this week against a cashier accused of issuing revenue, judicial, notarial, and special adhesive stamps without properly recording the transactions.

The alleged irregularities came to light after a surprise inspection of the Guna treasury on December 17 and 18 by the joint director of treasury and accounts, Gwalior. The audit revealed a major mismatch between the stamp stock recorded on the Integrated Financial Management Information System (IFMIS) portal and the physical stock available in the treasury.

District Treasury Officer Rakesh Kumar subsequently wrote to the Cantonment police station on January 21, requesting registration of an FIR. Based on this complaint, police booked assistant grade-III cashier Keshav Verma under provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita.

According to officials, Verma allegedly removed stamps worth ₹3.74 crore but recorded transactions for only ₹1.04 crore, leading to massive financial discrepancies. However, the finance department also held Treasury Officer Rakesh Kumar accountable for negligence and failure to follow mandatory procedures, resulting in his suspension.

As per official guidelines, the IFMIS system requires online approval using the treasury officer’s login for any transfer of stamps. Investigators said Kumar allegedly bypassed this process, allowing stamps to be issued without proper system entries. The department also noted that mandatory registers and acknowledgements, required under the Madhya Pradesh Treasury Code, 2020, were not maintained.

Additionally, stamps were reportedly issued to vendors without written applications or receipts. Guna Collector Kishore Kumar Kanyal stated that stamp-related records in the treasury had not been properly maintained since the 2017–18 financial year.

Further investigation is underway to determine the full extent of the loss and fix responsibility in the case.
