Israel Mandates Arabic and Islamic Studies for Military Intelligence Officers After Intelligence Lapses

The Israeli Defense Forces (IDF) have made Arabic language and Islamic Studies mandatory for all personnel within its intelligence division, following intelligence shortcomings related to the events of October 7, 2023. The move, reported by The Jerusalem Post, is aimed at bolstering the analytical and cultural capabilities of military intelligence officers.

Under the directive of AMAN (Israel’s Military Intelligence Directorate) chief, Major General Shlomi Binder, the training program is set to ensure that by the end of next year, all AMAN staff will receive education in Islamic Studies, while half of them will undergo Arabic language instruction.

This comprehensive initiative will also include specialized courses in regional dialects, particularly Houthi and Iraqi Arabic, which have reportedly posed challenges to IDF intelligence units attempting to decode intercepted communications. One major factor complicating interpretation is the influence of qat — a stimulant commonly chewed in Yemen — which alters speech clarity, making communications harder to decipher.

A senior AMAN officer, speaking to Army Radio, acknowledged past shortcomings: “We haven’t been strong enough in understanding culture, language, and Islam. While we can’t make our soldiers native Arabic speakers, with proper education, we can instill deeper analytical thinking and cultural awareness.”

To institutionalize this change, a new department within the IDF will be dedicated to Arabic and Islamic education. Furthermore, the IDF plans to reopen TELEM, a program designed to promote Arabic and Middle Eastern studies in Israeli middle and high schools. TELEM had previously shut down due to funding issues, which led to a sharp decline in Arabic-language education across the country.

The renewed emphasis on cultural and linguistic understanding marks a significant strategic shift in Israel’s approach to military intelligence and regional preparedness.
