Delhi Assembly to Go Paperless; MLAs Must Raise Issues Digitally via NeVA Portal

As the Delhi Assembly transitions to a paperless system, MLAs will now be required to submit their issues digitally via the National e-Vidhan (NeVA) portal. This change will be implemented starting with the Monsoon session, which begins on August 4.
Officials confirmed that this marks the third session of the Eighth Legislative Assembly of Delhi. Speaker Vijender Gupta has announced that the sittings are tentatively scheduled from August 4 to 8, although the session may be extended based on requirements.
Each day’s proceedings will commence at 2 PM and continue until all scheduled business is addressed.
In a significant procedural shift, the Speaker directed that all notices for issues raised under Rule 280 (Special Mention) must be submitted exclusively through the NeVA Portal (https://cms.neva.gov.in/) by 5 PM on the working day preceding the intended date. A ballot will be conducted at 11 AM in the Secretary’s room on each sitting day to prioritize the first 10 submissions.
Members have been advised to keep their submissions concise—limited to 8–10 lines—and focused on a single issue pertaining to one department. During Assembly proceedings, members must strictly adhere to the text of their submitted notices.
This digital shift also applies to all types of notices, including Questions and Resolutions, which must be filed through the portal. MLAs or their staff can avail of technical support at the NeVA Sewa Kendra during office hours for help with the online process.
