Budget 2025: CII Proposes 10-Point Plan to Simplify Business Processes, Boost Transparency

As the Union Budget 2025 approaches, the Confederation of Indian Industry (CII) has put forth a 10-point agenda aimed at easing business operations, reducing regulatory burdens, and fostering transparency. Among the key suggestions, CII has emphasized streamlining regulatory approvals, expediting dispute resolution, and improving access to land for businesses.

Key Proposals by CII

1. Regulatory Approvals via Single Window System
   CII suggests making the National Single Window System (NSWS) mandatory for all regulatory approvals at central, state, and local levels. This move aims to simplify processes and enhance efficiency.
2. Faster Dispute Resolution
   To address the issue of delayed justice, CII recommends improving court capacities and promoting alternative dispute resolution (ADR) mechanisms.
3. Unified Environmental Compliance Framework
   A single, consolidated document for all environmental compliance requirements is proposed to simplify the approval process for businesses.
4. Improved Land Access
   Recognizing the challenges in land acquisition, CII suggests creating a national-level online integrated land authority. It recommends incentivizing states to digitize land records, resolve land disputes, and evolve the India Industrial Land Bank (IILB) into a comprehensive national resource.
5. Timely Processing of Applications
   An Act enforcing time-bound delivery of services by public authorities, with provisions for deemed approval in case of delays, is proposed to ensure efficient handling of industry applications.
6. Expanding Judicial Data Management
   The National Judicial Data Grid (NJDG), which tracks court case pendency, should also cover tribunals, a significant source of case backlogs.
7. Simplified Labour Compliance
   Labour laws remain cumbersome despite reforms. Expanding the Shram Suvidha Portal to cover all central and state labour laws would ease the compliance burden.
8. Enhanced Trade Facilitation
   Making the Authorized Economic Operator (AEO) programme more accessible and attractive is recommended to improve trade processes and reduce delays.
9. Minimizing Tax Litigation
   With rising pendency of tax disputes, CII proposes measures to streamline processes at the Commissioner of Income Tax (Appeals) level and strengthen ADR mechanisms like Advance Pricing Agreements and Dispute Resolution Schemes.
10. Maintaining Momentum in Ease of Doing Business
    CII emphasizes the need to sustain reforms in land acquisition, labour laws, tax disputes, and regulatory compliances to boost competitiveness, economic growth, and job creation.

Focus on Transparency and Simplification

CII Director General Chandrajit Banerjee highlighted the importance of reducing compliance burdens and enhancing transparency. He stressed that streamlining regulations in areas like land, labour, environment, and dispute resolution is critical for India’s economic growth.

These recommendations, if implemented, aim to create a business-friendly ecosystem, attract investments, and drive employment generation.
