ED Moves to Issue Red Corner Notice Against Mahadev Book Kingpin Ratan Lal Jain
In a major crackdown on illegal betting, India’s Enforcement Directorate (ED) has stepped up efforts against Ratan Lal Jain, the alleged mastermind behind the Mahadev Book betting network. Sources say that Jain, along with Girish Talreja—both originally from Bhopal—started their betting operations locally before relocating to Dubai, from where they are said to operate one of India’s largest underground betting systems. Reports suggest that their network may have raked in a staggering 20,000 crore rupees.
Already under scrutiny, both Jain and Talreja have been the focus of a lookout notice issued under India’s Prevention of Money Laundering Act (PMLA) by a special court. However, given the international scope of the investigation, the ED has now involved India’s Ministry of External Affairs, aiming to secure a Red Corner Notice through Interpol to locate and arrest Jain abroad.
Understanding the Red Corner Notice
A Red Corner Notice isn’t an arrest warrant per se but functions as an international alert issued by Interpol, signaling law enforcement agencies across 195 countries to locate and detain a wanted person. Each Interpol member country has a National Central Bureau (NCB) that facilitates these efforts. In India, this role is handled by the Central Bureau of Investigation (CBI), which acts as the coordinating authority between Interpol and Indian law enforcement.
The Mahadev Book investigation has already seen some major arrests, including Chandrabhooshan Verma, an assistant sub-inspector and relative of Satish Chhndrakr, another alleged mastermind in the betting network. Verma, along with hawala operators Anil and Sunil Damani, is accused of collecting bribes worth 65 crore rupees, which were allegedly distributed among high-ranking officials in the network. The ED suspects that large portions of the betting proceeds were funneled out of India, likely to support the wider illegal network.
A few days ago, the ED brought four suspects before a special court, which granted a week’s judicial custody, allowing authorities more time to investigate. With a trove of new information emerging about the people and methods driving this betting operation, the ED’s pursuit may soon lead to a sweeping crackdown on the entire network.
Sources close to the investigation hint at the possibility of further action by the ED in coming days, with expectations that Jain, Talreja, and other key players may face intensified pressure as the probe deepens.
